Why has the position of ”forskarassistent” been replaced with "biträdande lektor"?

Answer: The Research Career Inquiry, which is appointed by the Swedish Government has suggested in their report Trygghet och attraktivitet – en forskarkarriär för framtiden (SOU 2016:29) that a position of "biträdande lektor" (limited to a four to six year period) be implemented and replace the current career development position (”forskarassistent” at KI). What are the main differences in comparison to the existing career development position ("forskarassistent")?

Answer: To qualify as "biträdande lektor" you must have completed your PhD no more than five years before the application deadline. With the position of ”forskarassistent” this period was seven years. A position of Assistant Professor is a minimum of four years and a maximum of six, and should be decided by the university prior to the employment. (for ”forskarassistent” the term was a maximum of four years).

A "biträdande lektor" will be promoted to "lektor" if s/he qualifies for this position as well as meets the additional demands by the university. (As forskarassistent this promotion was not possible/applicable).

Persons already employed as "forskarassistent" or who will be employed before the new rules apply: how will they be affected?

Answer: Already employed "forskarassistents" are not effected and can still be extended up to four years.

When will KI start practicing the new regulations and start hiring "biträdande lektorer" instead of "forskarassistenter"?

Answer: KI will implement the new career development position of "biträdande lektor" starting April 1st, 2018. Position as "forskarassistent" can be announced with application deadline no later than March 31st and position of "biträdande lektor" can be announced starting April 1st.

The assessment criteria for promotion from "biträdande lektor" to "lektor" is regulated by KI's appointments procedure (decided by KI:s board) and the appertaining directives are decided by the Vice-Chancellor.

What are the necessary qualifications for employment as "biträdande lektor"?

Answer: To qualify for a position as "biträdande lektor" a candidate must have graduated with a PhD not more than five years before the application deadline. Even those who have graduated earlier or have attained a corresponding level of scientific competence can be considered under special circumstances; such as parental leave or longer sick- leave.

Do you qualify as "biträdande lektor" if you completed your PhD more than five years ago?

Answer: Yes, candidates who have graduated or attained a corresponding level of scientific competence more than five years ago can be considered if there are specific reasons. Such reasons can be a longer absence due to sickness or parental leave or other similar circumstances.

Which criteria will be used when being considered for a position of "biträdande lektor"?

Answer: Scientific and pedagogical skills. Other assessment criteria may be used for individual cases.

Which assessment criteria will be used in a promotion from "biträdande lektor" to "lektor"?

Answer: The assessment criteria are in the process of being set and will be a part of the directives of the appointments procedure. Should your application for promotion be rejected, you may appeal to the Higher Education Appeals Board.

How long is the term of employment?

Answer: A "biträdande lektor" may be employed for a minimum of four years and a maximum of six. The term of employment must be decided by the employing institution prior to the start of the employment.

Can the position be renewed and if so, for which duration of time?

Answer: The employment term can be prolonged for a maximum of two years in case of absence due to sick leave or parental leave or other specific reasons.

What does a promotion from "biträdande lektor" to "lektor" entail?

Answer: If the "biträdande lektor" applies for promotion and meets the assessment criteria the university has decided upon, as well as the qualifications for "lektor", s/he will be permanently employed as "lektor".

What rules apply when hiring an assistant professor or equivalent with external means?

Answer: Financiers have not yet adjusted to the new regulations and are announcing funding for positions within seven years of completing ones PhD. It is yet undecided which positions candidates with external funding can obtain.
