Allocation of resources 2027
This page provides information on how the allocation of central government grants for 2027 is planned, budgeted and decided. The central government grants are provisional and may be subject to amendments during the current year. The Swedish version of this page is continually updated with more details.
The government grant must be used for operations during the year in which it is allocated. If any funds remain at the end of the year, they may be reallocated by the Faculty Board in accordance with the model for the allocation of research grants.
The budget process as an annual cycle
Government grants are provisional and may be affected by amendments during the current year. Work on the budget for the coming year begins in March and continues throughout the year, comprising the following activities:
March: The Faculty Board decides on provisional budget frameworks for the following year for the committees and the Infrastructure Board.
June: The committees and the Infrastructure Board present budget proposals to the Faculty Board. Decisions are made on the minimum allocation based on the base funding and performance-based model for the coming year.
June–October: The Faculty Board works continuously on preparing the budget for the coming year.
September: Sweden's general election takes place. In an election year, the budget bill is presented in November.
October: The University Board decides on the planning parameters for the coming year. The President and the Faculty Board decide on their budgets for the coming year, which includes the allocation of additional funds under the base funding and performance-based models for the coming year.
November: The Government’s budget bill for the coming year is presented (as it is an election year, this takes place later than usual). This provides an indication of what the funding allocation letters for the coming year will look like.
December: In the first week of December, the departments receive preliminary notifications regarding the funds allocated for the coming year. At the end of December, KI receives its funding allocation letter.
January: Financial statements for the previous year. The process of handling any reallocations of government capital and special initiatives begins.
January–March: Updates to the provisional notifications regarding funding allocations for the current year are sent to the departments.
By April at the latest: Reallocated funds from the previous year are made available for operations.
Changes for 2027
The base funding is allocated to the campus groups, where the Dean (future campus vice-president) and the management team decide on the further allocation to the departments. To support this work, there are guidelines for the allocation and monitoring of research grants.
In its annual review of the performance-based model, the Faculty Board has decided to change the weighting for the levels of the journal list.
As early as June 2026, the campus groups will receive initial notification of their base funding, and the departments will receive initial notification of their performance-based allocation, compared with October in previous years.
More funding will be allocated in total to core activities in 2027. The first decisions for 2027 cover a total of 600 million kronor in base funding and performance-based allocation. This can be compared with the total allocation under the previous activity model, which amounted to 476 million kronor (2024).
